the president to 263. mitt romney, and the republicans believe, florida and virginia, the two southern states putting them in pretty good shape, getting them to 248. that brings us to the two most hotly contested, colorado and ohio, but look at this, if i move ohio over to romney, he is still short of the 270 magic number, could mean that colorado, a state we told you yesterday in the polling had it 48-48, means it could be the state keeping us up all night. but speaking of keeping us up all night, here, i give the midwestern states all to romney. wisconsin, iowa, ohio and florida, but go ahead and give virginia to the president. let me show you where this takes us. 269 for romney. 269 for the president. here, and i have no more electoral votes to push. this would mean we would have the constitution work, and this would also mean, brian, that the most likely outcome in this is the house would elect romney president, and the senate would elect biden vp. there are a lot of possible scenarios, this one, not so implausible. >> chuck, step away from the math, we have days to go, many different sce

in this state that is so important in the pick for president. here's the main reason right here. governor romney gets the republicans. the president gets the democrats but at the moment, in our survey, the president has a narrow lead among ohio voters who define themselves as independents. that is the battleground in a big battleground state, if you win the independents you are likely to win. governor romney close but the president with an important edge among independent voters. there's also an age divide, if you look at likely voters in ohio. among voters under the age of 50, there's a big gap, 18 point lead for the president among voters under the age of 50. a smaller lead for governor romney among voters 50 and older so the republicans are withstanding the attacks on the ryan budget, the medicare attacks, but governor romney would like that lead among older, more reliable, more republican voters to be a little bit bigger than 52-46. that's one thing he needs to work on. this is significant. like in michigan, the auto bailout plays big in ohio and look at this. you might say the president's o

's just say for the sake of argument he takes wisconsin but governor romney gets the state of iowa on election day. the president would still be at 265 with ohio and wisconsin, then he just needs five more. new hampshire would give him four so that's not big enough. but obama campaign increasingly thinks the latino vote in nevada would do it. that would put the president over the top there. if he didn't get nevada for some reason, the president's options would be colorado, virginia, new hampshire or florida. the president with an easier path. what about governor romney. let's leave this one blue. can governor romney get there if ohio is going blue. can romney get all the way to 270 when the president's already at 275. well, he would have to win florida, he would have to win virginia. then you're at 255, 254. he would have to win colorado. that would put him in play at 263. then from there, how does governor romney get over the top? he would if he won wisconsin, paul ryan's home state. 10 electoral votes right there. logic being if the president's winning ohio, these are two very si

[ cheers ] but during governor romney's campaign for governor down there, he promised the same thing he's promising now. said he'd fight for jobs and middle class families, but once he took office, he pushed through a tax cut that overwhelmingly benefited 278 of the wealthiest families in the state and raised taxes and fees to middle class families to the tune of $750 million. does that sound familiar to you? when asked about this, he says these weren't taxes, these were fees, but keep in mind, there were higher fees to be a barber, higher fees to become a nurse. there were higher fees for gas. there were higher fees for milk. there were higher fees for blind people who needed to get a certificate that they were blind. he raised fees to get a birth certificate which would have been expensive for me. for governor romney and that is the state of ohio. historically no republican candidate has won the election without taking this battleground state. the latest poll shows governor romney in a dead heat with the president both at 48% and as obama is relying mainly on the quote auto bailout for a victor arery in the state, voters are more concerned about the overall economy. romney is leading obama when it comes to the handling of the economy. joining us is michael barone. what do you think? >> what is happening in ohio? well, this was one of the three firewall states. the obama campaign wanted to concentrate on three states where they got the lowest winning percentages in 2008 except for indiana and north carolina which they conceded, florida, ohio and virginia. since the october 3 debate, florida seems to be gone toward mitt romney. he has been winning almost all polls this. virginia has been even tending a little toward romney in my judgment. ohio has been a little stickier. are the auto bailout is an issue there. if you look at the polls what you will see is white noncollege voters. a grou

states across america. let's begin with the gallup survey showing that once again, governor romney is leading the president by a comfortable margin. 51 to 46%. that number is reflected in the daily ra rasmussen tracking po. also from rasmussen romney has a four-point advantage 50 to 46 in the key wing states. here with reaction author of the price of politics bob woodward is with us. before we get to the polls, bob, i wanted to ask you in light of reading your book cover to cover and he really enjoyed it. >> thank you. >> sean: and i have not enjoyed all your books by the way, some are pretty tough on people i like. in all seriousness in light of what you concluded with the president on economic issues and the grand bargain and opportunity missed. here we have this father at the top of the show tonight telling this story, we learnd that they requested help, americans under fire they were denied these requests. guy had to literally go against orders to save people and for seven hours he went there fighting the fight and saving people's lives and still they were denied military assis

to start paying taxes in both states. ohio? >> ohio remains beyond romney's grasp at this point in large part because obama is doing better there with white voters than he has across the country, and in the northeast of ohio, the auto bailout made a difference i. it is so much of a problem that rob portman, introducing romney in defiance, ohio in front of a huge crowd, said that "we have got to talk about this auto bailout tonight." they are still trying to explain. >> can romney win without ohio? >> yes, but it will be a tough one to reach. but it is still very close race. >> virginia? >> virginia will still probably end up in obama's camp. >> i look at the polls, and romney is up on average -- >> you can take your calls in virginia, because another poll shows obama is up in virginia. even with the heavy onslaught by romney, it still shows the northern virginia area still pretty much supports barack obama. >> new hampshire could be in play. >> new hampshire traditionally was a republican state. it only presidentially became a democratic state recently . >> then bartlet came along. >> th

lead but even if romney runs the table and gets every state that currently has it as a dead heat, florida, virginia, iowa, new hampshire, as long as president obama still holds on to ohio, nevada and wisconsin no matter what the national pop lay vote, the president gets 271 and he wins. >> eliot: if i hear you properly what is going on here, even though the national polls are saying this thing is closing up, mitt romney is making this thing an interesting horse race to watch, it isn't good enough in this race, 270 is the magical number. after all the talk of momentum for mitt romney, that number four seems to be constant. with early voting there, is it going to be possible for mitt romney to get those critical electelectoral votes. >> no president has ever within the presidency without winning ohio and mitt romney doesn't see a path of doing it without the buckeye state. they'll be essentially living in ohio that either romney or ryan will be in the buckeye state until election day. the problem that they have is that where the message nationally might be on all sorts of different

. to award romney all of his states and left with three or four percentage points with the battleground states. with the battleground states president obama all he needs to do to get to the 270 electoral votes that he needs to win if he wins nevada, and you have a top republican saying nevada is going with obama. wins wisconsin which has the president up two or three points. then you add iowa or new hampshire which the polls may an slight obama lead but even if romney runs the table and gets every state that currently has it as a dead heat, florida, virginia, iowa, new hampshire, as long as president obama still holds on to ohio, nevada and wisconsin no matter what the national pop lay vote, the president gets 271 and he wins. >> eliot: if i hear you properly what is going on here, even though the national polls are saying this thing is closing up, mitt romney is making this thing an interesting horse race to watch, it isn't good enough in this race, 270 is the magical number. after all the talk of momentum for mitt romney, that number four seems to be constant. with early voting there,

on the presidential cam pains. particularly in some key swing states. both vice president joe biden and mitt romney have cancelled campaign rallies in virginia beach that were scheduled for this weekend. the obama campaign says biden's schedule was changed so police and emergency crews could stay focused on helping people with that storm. first lady michelle obama as well cancelled a campaign rally. this was in another critical swing state, in new hampshire. it was scheduled for next week in durham, but that campus is closing for that storm. sandy's political ramifications don't stop there either. take a look at this picture that we put together for you. it shows some of the campaign layers hitting the east coast. as we mentioned, campaign events across the country being delayed or cancelled already. we've told you to expect huge travel delays as well. alexandria just mentioned that. in addition to impacting millions of travelers, though, the campaigns may have to make some last-minute maneuvering themselves. and finally, a major storm hitting the most densely populated section of the country, coul

. he's live in pensacola, florida, one of the critical swing states in this election. mitt romney is headed your way today in hopes of winning over undecided voters there, paul. but how close is it politically in the sunshine state right now? >> reporter: it is very close in the sunshine state. in fact, take a look at this, christi. this is the most recent poll we did about a week ago. you can't get much closer among likely voters. mitt romney with a one-point edge, but that's all tied up in the sampling error. this is the first of three stops today for mitt romney across the state. he'll be campaigning with marco rubio, the popular freshman senator here in florida. we had this up on our website cnn.com. you can see how much attention florida is getting. both the candidates made well over 20 trips each here to the sunshine state since the start of the general election back in april. you can see both campaigns pouring in tens of millions of dollars to run ads in this state. 20 electoral votes up for grabs in florida. that's why both campaigns are spending a lot of attention on flor

, the eight or 10 or 12 states that are really crucial in this election. the romney campaign has about 300. so there's april quantitative difference, and there is some political science research showing that just having that field office, being on the ground in a certain community, does increase your share of the vote. but then there's a qualitative difference as well. the obama campaign, it's almost like a starbucks or a mcdonald's, a franchise operation, where every office is very much the same. it's all controlled by headquarters. they're all working off the same game plan, right down to every single office has what looks like this sort of nice grass-roots touch, a poster on the wall that says i support the president because -- and then everybody's handwritten in their reasons that they love obama underneath. every single office has that same poster. so it's very standardized, very controlled, very disciplined, and they're all working off the same plan. romney actually does not have his own ground game at all. it's the r.n.c., the republican national committee, that is operating the ground

that governor romney or paul ryan campaigning in this state. 15 events and all. so they are laying all their cards down in ohio. 18 electoral votes are very important. one of the things they're having to sort of overcome here is whether governor romney is of a supporter of union workers. and the job of the car industry in particular. obviously president obama signed that auto bailout package. a lot of folks in ohio and some surrounding states are very appreciative of that. they believe they still have a job today because of that bailout. governor romney, on the other hand, was in favor of a managed bankruptcy for g.m. and chrysler. and so he's got to somehow get voters to look past that, that he would be a supportive president of union workers in this state. as you mentioned, governor romney is down in florida today. we are expected after this bus tour to head down there as well. but right now the polls are looking in the president's favor. the latest cnn poll has the president up 50-46. there's still some work to be done here but we can tell you that the folks who are showing up for t

the state if democrats win the early voting battle by a significant margin? >> governor romney really needs to win in the state of florida. the early voting, you characterized that right. it's been a democratic strength. as a matter of fact, in 2008, the obama team had a 10% advantage on early vote nationwide. what we are seeing in these battleground states and across the country in this cycle is that that advantage is still there but much smaller, less than 4% advantage to the democrats so far in early voting. what the republicans are trying to do in key states like florida, especially ohio, is just do everything they can to improve upon their performance four years ago and mccain's performance four years ago. to have a really vigorous get out the vote effort on election day. >> i want to continue this conversation about early voting. let's move to ohio now. "time" magazine found this week that among voters in ohio who have not yet cast ballots, the race is tied 45%-45%. among those who already voted, the president has a 30-point edge. in 2008 about 1/3 of ohio voters cast their ballots ea

of ohio. if the buckeye state is governor romney's must-win, same can be said for president obama in pennsylvania where the latest "philadelphia inquirer" poll has the president up by a sizable margin. governor romney has narrowed the lead to six points there. 49-43 in pennsylvania. mitt romney's running mate is on the about us hoeding across ohio. congressman paul ryan on a two-day eight-stop trip through the critical battleground state calling on voters to support the republican ticket. nbc news correspondent ron mott on the bus with the vp nominee. i understand you just arrived in circleville, ohio? >> reporter: we are behind schedule by about 40 minutes, i would say. paul ryan just finished up a quick brief address with supporters outside lindsey's bakery. i'm told it's world famous. they've got pumpkin donuts they put on the bus here. we have two more events in about 120 or so miles left to go. this is a must-win for the campaign. that's the way they're positioning it. ohio senator rob portman said he can't see this republican ticket winning the white house without winning he

of the electoral mass, it's much more so for romney. whose victory may well depend on the state's 18 electoral votes. david cohen is a professor of political skoins at the university of ago ron. >> nobepublican has ever taken the white house without taking the state of ohio. and only a couple timesca has a democrat done so. to clearly it anit important state. >> reporter: but also a complex one. the two driving forces of growth here play into the messages of both campaigns. mr. obama points to his administration's auto rescue for saving jobs. and romney emphasizes the need for domestic energy production as an economic engine for the area. >> we've had a lot of positive economic news over the last couple of months. and so the question is, is it too close to the election to really make an impact on people's votes? or are people still kind of weighing the economic realities of the country and of the state. >> reporter: the city of lord's town is home to a sprawling general motors factory, the area's largest employer. once on the verge of collapse, it's become a national symbol of the federal bai

of these swing state numbers. usually they come together. it's possible that if say romney gets a plurality or a majority of 50.6, it's possible to see him losin the electoral college. if he's up over 51 or 52, it's hard to reconcile a two or three point win with an electoral loss. numbers have got to be pretty close. >> because the two are more likely to go in tandem is what you are saying. >> yeah, it's a crazy system. and david and i can have that debate. the electoral college is -- >> we can talk about that next. >> yes, in the off season. but let's understand this. there is a republican advantage in ohio. ohio is more republican than the nation. and internally, this one democratic statewide office holder, demoatic setor share odd brown, all the others are held by republicans. republicans have strong majorities in both houses of the legislature and congressional is 12 to 4, lines are drawn 12 to 4 t may end is up 11-5 because bette sutton may win a district. but it's a-- s so it's a republican state going in. the irony is for mitt romney, is that john kasich who you saw in the piece, th

you up to 204. then you have 51 votes in swing states that have at this point probably swung to romney. florida 29 votes where he is four or five ahead. virginia 13 where he is five or six ahead. and colorado 10 where he is four ahead. so that brings him up to 255. he has got to get to 270. so he is 15 short. then you have a market basket of 8 states that cast 98 elector aral votes where the polls are tied. new hampshire four votes. pennsylvania 20 votes, romney 2 ahead. ohio 18 votes. they are tied. iowa 6 votes, they are tied. wisconsin ten votes, they are are tied. michigan 15 votes, romney is one behind. minnesota 16 votes. romney is three behind. nevada 9 votes and romney s two behind. in all of those states obama is under 50. and so since we are going to get three quarters or four fifths of the undecided vote for romney i think romney has a good chance to win all those states but he is certainly going to win at least one so he is going to get at least the 15 votes. this business that everybody should hang on what happens in ohio is ridiculous. he could lose ohio and carry either
